Corte Internacional de Justicia conocerá sobre lawfare contra Alex Saab

The case of the kidnapping of Venezuelan diplomat Alex Saab will be brought before the International Court of Justice as part of the actions agreed upon at the conclusion of the forum on lawfare against Venezuela, held June 14 in Caracas with the participation of international guests.

From the José Félix Ribas Hall of the Teresa Carreño Theater, the renowned Spanish sociologist and political analyst Aníbal Garzón, and Lucía Solano, member of the Internationalist Front for Justice and Peace, read the declaration of seven essential points to continue the struggle for the prompt release of Alex Saab, kidnapped on June 12, 2020 while on a humanitarian mission on behalf of the Venezuelan people.

The delegates of different social movements and organizations, together with lawyers, journalists and specialists in the case, also decided to present the kidnapping of Alex Saab at the People’s Summit to be held in July in Belgium.

The signatories denounced “the political persecutions with the collusion of media and judicial measures are a threat to the peace of the world,” and condemned the “lawfare that manipulates the legal arena for political purposes,” and urged the creation of mechanisms to confront this strategy directed from the US empire, such as the Continental Registry of Political Prisoners and the American Observatory on Lawfare.

In the text, they pointed out that by means of lawfare, the United States executes its policy of aggression against Venezuela, with the kidnapping of the diplomat Alex Saab being “one of its most condemnable episodes,” for which reason they consider it imperative to create an international framework to confront this type of abuse.

In Latin America a series of political persecutions have been taking place in order to stop the
projects of change and social inclusion that are being developed in their countries. To this end,
the judicial guarantees of presidents, former presidents, leaders, diplomats and public officials
have been systematically violated. This has been done with the consent and complicity of the
media, judges, prosecutors and police.
This series of media and judicial actions seek to discipline a certain political bias, are known as
Lawfare, and constitute a threat against peace and democracies in the world.
Lawfare also constitutes one of the forms of aggression of the United States against Venezuela,
having in the kidnapping of its diplomat Alex Saab, one of its most condemnable episodes, which
in turn sets a worrying precedent for the normal development of international relations.
The Free Alex Saab Movement, together with the organizations and movements gathered today,
June 14, 2023, in the city of Caracas, Venezuela, agree that Lawfare is a weapon that manipulates
the legal sphere for political purposes causing serious damage to the democratic system. In this
sense, we firmly believe that an international platform must be created to stop the advance of
this form of aggression against States, peoples, institutions and their leaders.


We agree:

  1. To recognize the initiative of the creation of the Continental Registry of political prisoners on
    May 28, 2023.
  2. To take the case of Alex Saab to the Summit of the Peoples in the framework of the CELAC-EU
    Meeting in Belgium on July 17 and 18, 2023.
  3. To make visible with public actions, on the 16th of each month, the injustice committed against
    the diplomat Alex Saab and other political prisoners in the region.
  4. To raise the case of the diplomat Alex Saab before the International Criminal Court and the
    International Court of Justice.
  5. To create the American Observatory of Lawfare, for the study, condemnation and dismantling
    of this type of aggressions.
  1. To propose to the regional integration organizations training courses for judges, prosecutors
    and other judicial officials for the prevention and recognition of the phenomenon of lawfare.
  2. Promote the creation of an instance of jurists, academics and legal scholars to debate on a
    legal doctrine on lawfare.
